To all Faculty, Staff, and Students of the Miller School of Medicine,

I am very aware of the serious and considerable concerns about the dangerous traffic situation along 14^th Street in front of the Clinical Research Building. I think it is important that each and every member of the Miller School of Medicine community understand how diligently my dedicated team and I have been working on resolving this problem since even before the Clinical Research Building fully opened.

Our facilities people had been working closely with county government to develop and implement better pedestrian and vehicular controls on the street as we anticipated the significant growth in pedestrian and vehicular traffic with the opening of the Clinical Research Building.

But progress was not happening quickly enough, so in February I sent a letter to Miami-Dade County Mayor Carlos Alvarez in which I expressed serious concern that the timeline for the review, approval, and changes process was too slow to establish the needed new changes in a timely manner. As I told the mayor: “I receive complaints about near-miss accidents on a weekly basis. This traffic safety situation is clearly dangerous, and each day we are simply tempting fate related to a serious, immediate life-threatening incident.” I asked for his personal attention in addressing the issue as rapidly as possible.

The very next month a meeting was held with my chief of staff Richard Iacino and the director of public works for the county and the chief of the county’s traffic engineering division. At that meeting we again expressed our serious concerns about the lack of a pedestrian crossing near the Clinical Research Building.

One month later, in April, a traffic engineer from the county’s public works department met with assistant vice president for facilities Ron Bogue and Richard Iacino at the Clinical Research Building to see a demonstration of the problem firsthand.

Just days later my office received a Signal Warrant Analysis and plan from the county for revising the crosswalk designations and installing traffic control lights. One week after receiving the plan in writing, I met personally with Mayor Alvarez to reiterate my concern over this continued dangerous situation. The need for an immediate solution for what I described as a “clear and present danger” was strongly articulated.

Unfortunately, as too often the case when dealing with large bureaucracies, it took two more months of meetings with our facilities personnel, the county, FP&L, and the Days Inn to work out the details of the plan submitted in May.

The accident of Ms. Ravelo is tragic and unacceptable, and we have augmented the pressure to unprecedented levels to get the work done immediately. While waiting, I have requested for a security guard to watch the intersection where most pedestrians cross.

Just last week, during a meeting between UM facilities and the county, an agreement was reached to install temporary light poles, lights and crosswalks. Today I personally called the office of Mayor Alvarez demanding an immediate solution from the county.

It is important to me that everyone understand the extraordinary measures we have gone to in attempting to protect the safety and well-being of each and every one of you. I pledge to you I will stay on top of this situation and we will take unprecedented steps for the Miller School of Medicine to rectify this dreadful situation right away. Please do whatever you can to be safe as you cross 14^th Street by foot, or if you drive by car. I have talked with Ms. Ravelo since the accident and it is a blessing that she is alive and recovering.

Estoy muy consciente de las serias y considerables preocupaciones respecto a la peligrosa situación del tráfico a lo largo de la Calle 14 frente al Edificio de Investigaciones Clínicas (Clinical Research Building). Pienso que es importante que todos y cada uno de los miembros de la comunidad de la Facultad de Medicina Miller entienda la dedicación con la que hemos estado trabajando, mi esforzado equipo y yo, para resolver este problema incluso desde antes de que el Edificio de Investigaciones Clínicas abriera sus puertas.

Nuestro personal de instalaciones había estado trabajando estrechamente con el gobierno del condado para desarrollar e implementar en dicha calle mejores controles de vehículos y peatones dado que anticipábamos un significativo crecimiento del tráfico de vehículos y de pesonas con la apertura del Edificio de Investigaciones Clínicas.

Pero como la situación no progresaba lo suficientemente rápido, en febrero envié una carta al Alcalde del Condado de Miami-Dade, Carlos Alvarez, en la cual le comenté que me preocupaba seriamente el hecho de que el cronograma establecido para el proceso de revisión, aprobación y cambios fuera demasiado lento como para establecer los nuevos cambios necesarios en tiempo y forma. Desafortunadamente, como suele ocurrir cuando hay tanta burocracia de por medio, nos llevó dos meses más de reuniones con nuestro personal de instalaciones, el condado, FP&L y el Days Inn para resolver los detalles del plan presentado en el mes de mayo.

El accidente de la Sra. Ravelo es trágico e inaceptable, y hemos aumentado la presión a niveles nunca antes vistos para que el trabajo se realice inmediatamente. Mientras seguimos esperando, solicité que un guardia de seguridad vigile la intersección por la que cruza la mayoría de los peatones.

Justo la semana pasada, durante una reunión entre las instalaciones de la UM y el condado, se llegó a un acuerdo para instalar postes de luz, semáforos y sendas peatonales provisionales. Hoy yo mismo llamé al despacho del Alcalde Alvarez para exigir una solución inmediata por parte del condado.

Para mí es importante que todos entiendan las medias extraordinarias que debimos afrontar en nuestro intento por proteger la seguridad y el bienestar de todos y cada uno de ustedes. Les prometo que seguiré encargándome de esta situación, y tomaremos medidas sin precedentes para la Facultad de Medicina Miller a fin de rectificar esta grave situación de inmediato. Les ruego que hagan todo lo posible para tener precaución al cruzar la Calle 14 ya sea que lo hagan a pie o en auto. Me comuniqué con la Sra.
